In the US parking garages and parking lots have reserved spots for handicapped. Those spots are the closest to the building.
The parking spot in the picture is the closest to Schnucks. It would be more convenient for pregnant women and those with infants not to walk a distance with a shopping cart.

I remember this helped me big time when I was pregnant…I used to park there in front of “babies r us” store getting ready for the newborn back then 🙂
